The Loyalty Gun is an experimental structure that can only be built by the illuminate. Usually the are two different nuclear facilities, one launches the nukes and one defends you from nukes.

The building's health should stop at a certain point and it will give you extra mass. Right after you do that, click reclaim with the same engineer on the structure while it is building. Then with the other engineer click repair on the building while it is being built. Take one and start making a structure (preferably something which costs a lot of mass).
